What Is Measure 11?

Measure 11 is a voter-approved “tough on crime” ballot measure that was passed by Oregon voters in the mid-1990s. It has had a profound effect on the practice of criminal defense in this state and has sent prison populations skyrocketing.

Ballot Measure 11 imposes severe prison sentences for offenders of violent crimes. Crimes that fall into the Measure 11 classification are subject to mandatory minimum sentencing. This means that an individual convicted of a crime subject to Measure 11 will not be eligible for early release under any circumstances.
